It's not about the norm. So, ask yourself what you want for this learner, not what is the expectation. If 40 hours would benefit this individual and their stakeholders, then that is what you recommend. If it is 4, that is what you recommend. You can’t rely on any single-subject research study to accurately tell you what you want to know.
